- Why are we doing this project?
- The Town of Batesburg-Leesville has been under a consent order from the South Carolina Department of Health and Environmental Control (SCDHEC) since May 2013. To comply with this order, the Town developed a Corrective Action Plan. Accordingly, the Town determined that the best option for them was to interconnect with the Joint Municipal Water and Sewer Commission.

- There may be a slight change in taste for Batesburg-Leesville residents once the new line is installed as the water source is being changed from the town pond to Lake Murray.
- How is the project funded?
- Funding has been made available by the Federal Government through the American Rescue Plan Act (ARPA) by way of a grant through South Carolina’s Infrastructure Investment Plan (SCIIP). Additional funding has been made available through the South Carolina State Revolving Fund (SRF).
- What steps will the Joint Municipal Water and Sewer Commission take to reduce any inconveniences to me and my neighbors while work is being done?
- We apologize for any inconveniences. Measures are being taken to limit any impact/disruptions to the community. To stay updated on the project we have created an automated messaging system that will regularly notify subscribers.
- How will the project be managed to ensure timely completion?

- Will this project raise the rates I pay for water services?
- This project will not result in an increase in water or sewer rates.
- What is the construction schedule for the project?
- Construction is scheduled to start in February 2024 and is anticipated to be completed by January 2026.
- What should I expect when construction begins on my property?
- All construction activities will occur within the SCDOT right-of-way unless you have already been contacted and we have procured a private easement from you.
- Excavation will occur along the side of the road to allow for the installation of the main. All areas will be restored to as close to existing condition to include replacement of paving, mailboxes, signage, and grassing. It should be noted that any trees located within the right-of-way that are removed will not be replaced. In addition, sediment and erosion control measures will be installed along the route.
- What steps will the Joint Municipal Water and Sewer Commission take to reduce any inconveniences to me and my neighbors?
- We are taking every precaution to minimize disruption. To stay updated on the project we have created an automated messaging system that will regularly notify subscribers.
- How will this project affect local traffic and transportation during construction?
- Contractors will ensure the road is safe for motorists and pedestrians during construction. There will be temporary lane closures during construction to facilitate construction and for worker’s safety. In accordance with SCDOT regulations, there will be signage and flaggers to help direct traffic as needed.
- Are there any anticipated disruptions or changes to current services during the project?
- We don’t anticipate any disruptions to your water service during the construction period.
